Thoughts on procreation

So much time and energy is wasted on unintentional and wonton procreation.  Billions of humans with no purpose procreating without intention and foresight as to why they are choosing to subject all of reality with another version of their undisciplined and purposeless selves.  It sounds cold but what would the alternative look like for the planet and society as a whole...

What would it look like if humans procreated for a reason only? 

What if there was a Department of Common Sense with a Bureau of Intentional Affairs that tracked what roles would need to be filled and then parents could apply to provide a child to the collective environment that would train for that position over the course of their life... a guaranteed role for this soul guaranteeing they have place in society for either a portion of or the entirety of their life.  Choice must always come into play or the system doesnt work.  This isnt what the person is enslaved to do in order to have a menial existence.  Things like "Core Purpose" or "Birth Purpose" would be the norm.  

"Hi my name is Quori and my Birth Purpose is Cloud Security and my passions are shooting pool and writing poetry.  For my environmental contributions I teach others to grow their own vegetables and flowers so they can feed themselves and also teach others to do the same.  I have a team of collectors i go out out to sea with four times a year and we collect as much microplastic and other pollutants as we can and dispose of sustainably....."

We keep waiting for God to show up and destroy everyone when everyone on the planet could be contributing to an awesomely humane global culture and paradise as far as earth is concerened.  With 8 billion people on the planet and billions in each collective religious silo, there is no explainable reson for there to be anyone hungry, distressed, curably sick, alone, living in fear, etcetera, etcetera...

Accountability.  That's a bigger concern than anything.  Unplanned and indiscriminate procreation is the best definition of complete and total irresponsibility.  On so many levels. 

Society earned civilization. People did not. That's why people should earn their way to experiencing things like refrigeration and heating. Not that they should be living in poverty necessarily but just enough to truly appreciate what having a phone can be used for once they've figured out what THEY are good for.
